On the provision of benefits for payment for energy consumed to citizens affected by the Chernobyl disaster.

April 26 - International Day of Remembrance of the Chernobyl disaster. The Republic of Belarus is implementing a State program to overcome the consequences of the Chernobyl disaster for the period until 2020. The main directions of state social policy in relation to citizens affected by the Chernobyl disaster are providing assistance to socially vulnerable categories of the population and implementing priority state programs that include measures to protect motherhood and childhood, reduce the risk of health loss, and create conditions for the socio-economic development of regions affected by the disaster at the Chernobyl nuclear power plant.

In accordance with the laws of the Republic of Belarus “On state social benefits, rights and guarantees for certain categories of citizens” and “On the social protection of citizens affected by the Chernobyl disaster, other radiation accidents”, people who have suffered and suffered radiation sickness, people with disabilities I and II groups due to the disaster at the Chernobyl nuclear power plant, other radiation accidents that do not have able-bodied family members required by law to support them, and living alone or only with disabled people of groups I or II and (or) not working of pensioners who have reached the normal retirement age are entitled to 50% discount on the fee for electrical services and heating, according to the established in accordance with the legislation of the Republic of Belarus state-subsidized tariffs for the population within the approved norms of consumption.

So, for example, in the 1st quarter of 2019, RUE “Vitebskenergo” provided benefits for paying for electric energy to 73 household subscribers who are sick and have suffered radiation sickness, disabled people of group I and II as a result of the Chernobyl disaster.

According to the list of administrative procedures carried out by state bodies and other organizations based on citizens' applications, approved by Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200, the energy supplying organizations carry out the administrative procedure provided for in clause 10.8 “Registration (registration at the first application) of benefits for citizens to pay for consumed energy. "

As part of the implementation of this administrative procedure, energy supplying organizations have tried to create the most convenient conditions for citizens. When a citizen applies to an energy supply organization for registration (registration at the first application) of an exemption, a minimum package of documents is required: an application, passport or other identification document and a document confirming the right to an exemption. Other documents and information necessary for the implementation of the administrative procedure, at the request of the energy supplying organization in the prescribed manner, are submitted by state bodies, other organizations, the competence of which includes their issuance. Citizens are not charged for the implementation of this administrative procedure.

To apply for benefits, citizens need to contact the structural unit of the Energosbyt branch of RUE Vitebskenergo and provide the above documents. Detailed information on the addresses of the structural divisions of the aforementioned branch, operating hours and contact numbers is available on the website of the RUE “Vitebskenergo” in the “Contacts” section.

In the event that a citizen, due to age, state of health or other reasons, cannot personally come to the energy supply organization to register for the benefit, this can be done by any member of his family or a proxy in the presence of an identity document, power of attorney and a document confirming the right to benefit A citizen, as well as a citizen, can coordinate by phone with the energy supplying organization the date and time of his visit by the personnel of the energy supplying organization to apply for benefits at home. When a citizen applies for registration of benefits at home, the staff of the energy supplying organization agrees with him the date of the visit to take readings of the means for calculating electricity. A subscriber is visited within 3 business days from the moment of contact. During a visit, when a citizen provides a full package of necessary documents, a specialist of an energy supply organization draws up a home allowance. In the absence of a full package of necessary documents for applying for a benefit, the energy supplying organization shall request, with the written consent of the citizen entitled to the benefit, the necessary documents in the relevant organizations and within 1 month shall notify the subscriber in writing of the provision of the benefit.

The provision of benefits for payment for energy is carried out by the energy supplying organization from the day the citizen appeals.

Benefits are granted to a citizen of his choice: at the address of registration at the place of residence or at the address of registration at the place of stay.
