As of January 1, 2022, RUE "Vitebskenergo" serves 595,340 household electricity subscribers.
The company is constantly working to improve and improve the quality of public services. Already 20 cash settlement centers (RCCs) are open to residents of the region. RCCs operate in Vitebsk, Gorodok, Polotsk, Novopolotsk, Lepel, Novolukoml, Rossony, Orsha, Senno, Dubrovno, Postavy, Dokshitsy, Verkhnedvinsk, Braslav, Baran, Miory, Ushachi, Beshenkovichi, Tolochin, Shumilino. Here the population is provided with a whole range of services. The working hours are convenient: on weekdays from 8:00 to 20:00 , on Saturday from 9:00 to 17:00 . You can also pay for the consumed electricity in all four departments and 19 district production and marketing sites (RPSU) of the Energosbyt branch .
The list of services provided by the RCC includes:
- — calculations for electric energy;
- – conclusion of standard contracts for the provision of power supply services with registration (re-registration) of a personal account;
- — issuance of technical specifications for power supply (including the collection and analysis of initial data);
- — issuance of certificates on calculations for consumed energy;
- — registration (registration during the initial application) of benefits to citizens, re-registration (extension, cancellation) of benefits for payment for consumed electrical energy.
- — development of project documentation;
- — consideration of design documentation for the power supply of electrical installations of citizens (in the case of production by a third party);
- – electrophysical measurements and electrical work;
- – connection of air and cable inputs of buildings and residential buildings;
- – departure to the site for admission to operation, execution of the contract and connection;
- — repair, replacement, installation of electrical energy meters;
- — production of standard combined cabinets for low-voltage metering of electric energy.
In accordance with Article 511 of the Civil Code of the Republic of Belarus , in cases where the subscriber is a citizen using energy for domestic consumption, the contract is considered concluded from the moment the subscriber is first actually connected in the prescribed manner to the connected network.
Contractual relations between citizens and energy supply organizations in terms of electricity supply are regulated by the norms of the Power Supply Rules, approved by the Resolution of the Council of Ministers of the Republic of Belarus on 10/17/2011 No. 1394 . (Chapter 7 of the Rules)
RUE "Vitebskenergo" has implemented the Internet service "Personal Account" , which will allow residential subscribers to use more opportunities in working with operational data on a personal account, including payments received, information on consumed electrical energy, tariffs, reference information and others
The procedure for paying citizens to pay for housing and communal services is established by the Housing Code of the Republic (paragraph 1 of Article 31) , in accordance with which the payment for housing and communal services for each expired month is paid no later than the 25th day of the month following it. According to paragraph 1 of Article 33 of the Housing Code , payers of housing and communal services who have not paid the payment for housing and communal services on time and (or) not in full, pay penalties in the amount established by law (0.3 percent of the amount of these payments for each day of delay).
The procedure for making payments by household consumers for electricity and heat supply services was approved by the Decree of the Council of Ministers of the Republic of Belarus dated June 12, 2014 No. 571 “On Approval of the Regulations on the Procedure for Calculations and Payments for Housing and Communal Services and Payments for the Use of Residential Premises of the State Housing Stock, amendments and additions to the resolutions of the Council of Ministers of the Republic of Belarus and invalidation of the resolutions of the Council of Ministers of the Republic of Belarus and their structural elements” .
In accordance with Law No. 239-Z of the Republic of Belarus dated June 14, 2007 “On State Social Benefits, Rights and Guarantees for Certain Categories of Citizens”, citizens eligible for benefits are provided with a 50 percent discount on utility bills at the rates established by law within the approved consumption norms. The values of the electricity consumption norms were approved by the decision of the Vitebsk Regional Executive Committee dated December 28, 2007 No. 905. For citizens living in houses (apartments) equipped with gas stoves, the power consumption rate is 60 kWh per month per person, in houses (apartments) equipped with electric stoves, the power consumption rate is 90 kWh per month per person. The exemption for payment for electrical energy is provided to a citizen based on the actual volume of energy consumption within the approved consumption norms.
Energy supply organizations conclude power supply contracts with horticultural partnerships and dacha cooperatives as with legal entities and make calculations using a group meter for electrical energy at tariffs established by the Decree of the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus dated February 27, 2017 No. 16 . Energy supply organizations do not have contractual relations with citizens who are members of horticultural associations and dacha cooperatives.
